Philip Blake, also known as The Governor, is leader of the town of Woodbury. The Governor is a cunning, charming, manipulative, and controlling man. Some would describe him as psychotic. Despite this, he goes to extensive lengths to keep Woodbury safe, and has a secret, more human side to him.
