He is a sadistic, homicidal and ruthless hardhat scuba diver and the owner of his gift shop Shell City Marine Gifts and Sundries who is feared by all marine life as he is known for capturing sea creatures and taking them to Shell City, where he kills them and turns them into "knick-knacks" to sell.
