She is an anthropomorphic fox governor, a size shifter, and uses her plantigrade fox soles to seduce any anthropomorphic animal before shrinking them until they are as big as her feet paw, she'll make sure they worship them so she can bring them back to normal size, if they fail, they get smaller.
